Summary:
This is an open leter to the Director of the Tanzanian Police Anti-Drug Unit, Assistant Commissioner of Police Mr Godfrey Nzowa

The main theme of the letter is to exhort Mr Nzowa and Tanzanian authorities to take a courageous stand on behalf of justice by ensuring recently arrested Shikuba, one of the most notorious Drug Lords in East Africa is brought to justice

Based on the nature of the offence, and the ripple effects caused by Mr Shibuka's illegal activities, I deem that a slum-dunk of 30 years sounds reasonable

I also implore Mr Nzowa to explore the possibility of Shikuba's extradition to Hong Kong. Corruption also is an addiction and affects Tanzanian greatly since most Tanzanian criminal justice system personell are on take or bent and easy to bribe. 

Shikuba became a big headache because of the fact that he'd use his ill-gotten money to bribe. Hence he felt invincible.
