Dear Friends
During my prison visits, I often meet men who are refugees....from Pakistan, India, Sri Lanka, Bangladesh and parts of Africa. To be honest, I think most of them are economic refugees, but that is a harsh statement given the terrible conditions in their countries
Some of them have been in Hong Kong from 3 to 15 years. As refugees they receive HK$2,200 per month living allowance, plus HK$1,200 per month for accommodation. But they are not allowed to work.
So they do some illegal work to support themselves and their families, then get arrested and put in prison
The HK government is now talking about allowing more foreign workers in to help with a sudden growth in major building projects - housing and the metro especially
My hope is that some of the several thousand refugees in HK might be allowed some sort of one-off deal to become legal workers in HK ...in a way that would not attract more (economic) refugees
