This first of many articles on diocesan bishops stresses that a bishop is fundamentally a shepherd
One application of this is that a bishop should spend most of his time in his diocese, and should not be prone to running around the country/world accepting all sorts of invitations for meetings etc

like you, Jesus, who stayed in the Holy Land
