What this article said in 1965:
Bishops are the principal dispensers of the mysteries of God, as well as being the governors, promoters, and guardians of the entire liturgical life in the church committed to them.
But
John Paul II and Benedict took back from the bishops the responsibility of
liturgical life in their dioceses.

are issues of collegiality and the violation of Vatican II's explicit
stipulation that approving translations belongs to bishops (not the Holy See)
