This article encourages Eastern Churches to update their liturgy.....but also says that such updating is the responsibility of the Eastern Churches themselves

This makes sense: liturgy has an international aspect, yes.
But the language and style of liturgy is largely a local matter

Again...would that the Vatican respected the right of local bishops' conferences in the Western Church to have the same freedom as the Eastern Churches

Jesus, please give bishops the courage to speak up about their rights and rites!
