Article 25 speaks of clergy and religious promoting the lay apostolate.... with a string attached to the hierarchy

Article 26 calls for the setting up of diocesan and pastoral councils involving lay people...as well as an international lay secretariat

But 50 years later, there's still a problem - clericalism - restricting the apostolate of lay people. It's the greatest obstacle to Evangelisation

Jesus, please help us priests get out of the way and allow the laity to get on with it!
