This
article calls for the setting up of
conferences
or councils of major superiors
But in recent years if such conferences try to discuss sensitive topics there is a quick reaction from the Vatican
e.g. The world council of superior generals was for some time denied a meeting with John Paul II because it had called for discussion of sensitive topics
e.g. the recent conflict between the Vatican and the US council of women religious (LCWR
Put simply, the Curia doesn't like the existence of any group that might challenge its authority. c.f. the way the Curia opposed the setting up of the Asian Bishops Conference! (until over ruled by Paul VI)
