October 18, 2016:    Memo to Immigration Department

Over the past few weeks I've met or heard of a number of people who have entered Hong Kong on false passports. Some of them are involved in drug trafficking. Some of them are asylum seekers.

Such false entry can be stopped if Hong Kong does what many other countries already do: for everyone without local ID cards, make a copy of each person's finger prints, together with a facial photo. 

No two human beings have the same fingerprints - even identical twins! And it's almost impossible to change your fingerprints. The US F.B.I. now has a way of detecting "doctored" fingerprints.

If only a passport is required, HK is a soft target for deception. For regular visitors to HK, maybe there could be a "visitor ID card" to speed up arrival processing.
