According to the guidelines, ashes may only be distributed on Ash Wednesday

Only a small  percentage of Sunday Mass Catholics now receive ashes,
because getting to Mass on a weekday is so difficult

Yet most Catholics like to receive the ashes. A meaningful experience

So, transfer this most important and meaningful day to a Sunday
 - just like Ascension and Corpus Christi were transferred for the same reason
