Bishops have many duties.
One of their most important duties is preaching the Good News

Bishops speak in the name of Jesus.
Catholics believe that it is right to obey their bishops,
especially the bishop of Rome, the pope

Catholics believe that the Holy Spirit guides the pope and bishops

This is the theory.
