In 2013, the average daily penal population decreased to 9206, but the number of newly-admitted "high security risk" persons in custody who have committed serious crimes remained on the high side, with a substantial proportion of these cases being drug-related offences involving criminals from other countries.

Instead of visiting a prison yesterday, I went to the Open University of HK to enrol two prison inmates for courses.

Then I visited an inmate's handicapped baby daughter in a  hospital. I got a taxi from the university to the hospital and the driver kept yawning and moaning how tired he was  ..... from getting up at 3.30am HK time to watch the World Cup!

 




This is a very misleading headline:
Israeli ground troops clash with Hamas militants in Gaza as violence continues
(ABC)
- ground troops = invading soldiers
- militants = people defending their homeland from invaders


"At least 165 people, mostly civilians, have been killed in Gaza in six days of conflict between the two sides, while more than 1,000 have been injured".

- This is deceptive journalism: it gives the impression the dead and injured are on both sides, but in fact almost 100% of the dead and injured are Palestinians. "Conflict" also a spin word: the attack by Israel is a very one-sided affair. Bit like saying the Amritsar Massacre was a "conflict"

Palestinians have a right
 to resist the occupation

But no truce will hold unless the fundamental cause of the conflict is resolved. That cause, the root to which every branch of violence can be traced, is the occupation. Bring down the wall, end the blockade, return our land, let the refugees come home, and above all, let the Palestinians govern themselves in an independent state with East Jerusalem as its capital. Otherwise we will all continue to be crushed under the wheel of violence

Summary

Time is greater than space

222. A constant tension exists between fullness and limitation. Fullness evokes the desire for complete possession, while limitation is a wall set before us.

 Broadly speaking, “time” has to do with fullness as an expression of the horizon which constantly opens before us, while each individual moment has to do with limitation as an expression of enclosure. 

People live poised between each individual moment and the greater, brighter horizon of the utopian future as the final cause which draws us to itself. Here we see a first principle for progress in building a people: time is greater than space.

As the situation in Gaza deteriorates, I have been continuing to pray that Israeli Prime Minister Benjamin Netanyahu has a change of heart ....and becomes a man of peace instead of a man of war.
The present situation is so one-sided and so unjust that yesterday I even prayed that BN will have a heart attack or stroke or some other illness, from which he will recover, but his being temporarily incapacitated will stop the killing of civilians in Gaza

Summary

221. Progress in building a people in peace, justice and fraternity depends on four principles related to constant tensions present in every social reality

These derive from the pillars of the Church’s social doctrine, which serve as “primary and fundamental parameters of reference for interpreting and evaluating social phenomena”.

 In their light I would now like to set forth these four specific principles which can guide the development of life in society and the building of a people where differences are harmonized within a shared pursuit.

 I do so out of the conviction that their application can be a genuine path to peace within each nation and in the entire world.

The problem with the problem of inequality

Inequality is a Bad Thing: it concentrates and entrenches wealth within a minority; it stifles economic growth; it corrupts politics; it exacerbates other social injustices; and it makes a mockery of the dream that if you work hard enough, you will find success.

Summary

220. People in every nation enhance the social dimension of their lives by acting as committed and responsible citizens, not as a mob swayed by the powers that be.

 Let us not forget that “responsible citizenship is a virtue, and participation in political life is a moral obligation”.

 Yet becoming a people demands something more. It is an ongoing process in which every new generation must take part: a slow and arduous effort calling for a desire for integration and a willingness to achieve this through the growth of a peaceful and multifaceted culture of encounter.

 

 

Yesterday at a weekly Lai Chi Kok Detention Centre prayer service, we used the Sunday readings as usual. But in doing the second reading, one inmate, quite unintentionally, when he read "creation was trapped in futility" pronounced "futility" as "fertility"

Yesterday was a Plan B day.
Plan A saw me packed and ready to go to Lai Chi Kok Detention Centre, with a travel bag full of books etc for distribution in the centre's hospital.

But just before I left home, an African asylum seeker phoned from an immigration centre (..allowed to make calls for special needs ...very good rule) asking for help to get her luggage from a Kowloon hostel where it had been impounded ever since she was placed in detention a month ago.

 So I went to the hostel, got the luggage, paid the bill for a month's impoundage, and found someone to take the luggage to the immigration centre, so that the lady can start the process of return to Africa (about which she is happy...has been in HK only a month). HK government will pay her air ticket ...again, very good rule. 

While near the hostel, at Chung King Mansion, I had a banana milkshake with a Pakistan asylum seeker who recognised me from when he was in Lai Chi Kok. He had paid HK$10,000 to be smuggled into HK from China four years ago. His recently-arrived brother paid $15,000.   Man said he was an economic refugee, but his brother was a genuine torture victim

Nor does true peace act as a pretext for justifying a social structure which silences or appeases the poor, so that the more affluent can placidly support their lifestyle while others have to make do as they can. Demands involving the distribution of wealth, concern for the poor and human rights cannot be suppressed under the guise of creating a consensus on paper or a transient peace for a contented minority. The dignity of the human person and the common good rank higher than the comfort of those who refuse to renounce their privileges. When these values are threatened, a prophetic voice must be raised

I think Australia is making big mistakes in recent language about China and Japan. Australian embassy staff in Beijing also must be groaning when they read reports like these:
We will stand up to China, says Bishop  and 
Parliament speeches castigated
When Abbott speaks about boat people, about climate change, about China and Japan  ....I shake my head in disbelief. He's a disaster, an embarrassment

Two days ago at an immigration centre, I shared with inmates how Jesus said to poor people: stop worrying so much about food and clothing; put God's kingdom first, and food and clothing will be taken care of. On that day I hadn't taken anything with me for lunch, and had no lunch plan ...I was focused on meeting all four men's groups (each of more than 50 asylum seekers) for the first time. After meeting the first two groups in the morning, there was a lunch break for one hour. I went out of the centre full of joy that I'd been able to meet two groups and would soon meet the two other groups. 

As I started to wonder about lunch ...maybe go to a nearby beach and get something from a canteen if it was open ....one of the kind immigration centre officers met me not far from the front entrance of the centre and said "you're welcome to have lunch at the staff canteen on the 4th floor"! Which I did. Complete with World Cup replay. And I thought to myself: it works - concentrate on the spiritual essentials, and the physical essentials will be taken care of!

What kind of place?
Gerard Hughes (him of the walks…) once commented “think globally, act locally”. We should bear that in mind when we talk about issues in the church at large for unless the small local bits we presently call parishes function in a Christian spirit, we have little chance of sorting out problems that go beyond diocesan and national boundaries

Yesterday saw my first official monthly visit to Castle Peak Immigration Centre (C.I.C.) as a registered chaplain ....and what a happy day it was:  the most courteous staff took me to four men's day rooms (each with more than 50 asylum seekers ....mainly from the Sub Continent) where I shared some ideas for about 15-20 minutes:
1. Aim to get registration as a refugee (asylum seeker status no use). Contact Vision First for this.
Write to VF care of my postal address (which is easy to remember). Once you are a registered refugee you can join the approved queue to apply for resettlement in other countries. 
2. Write to people in your own country to stop them being tricked into coming to HK (...there are people in HK phoning people in the SC saying "come to HK. ..it's easy to get in, after you pay HK$10,000 to cross illegally by boat from China to HK")
3. Follow Gandhi and Mandela: study, improve yourself. Don't keep wishing for a magic wand to change external circumstances. When you can't change externals, look into your heart and mind to see what internals can be changed (can I be more forgiving/helpful/compassionate....have fewer junk ideas in my mind and heart)....as Gandhi did whenever he met obstacles. This will open closed doors.
4. Jesus the same idea: seek first God's kingdom and values, and externals will take care of themselves.
5. If you'd like any reading material, these books are available (Simple Bible, Doctor Jesus etc)
